Termed Out: 11/06/2012 Born in Blytheville, Arkansas, Kathy Webb lived in Conway and Dallas, Texas before moving to Little Rock with her parents, Reverend Maurice Webb and Atha Williams Webb, and brother Maurice Webb, Jr. and sister Marcia Lecky Caplinger. Kathy attended Pulaski Heights, Franklin, and Williams Elementary Schools, Forest Heights Junior High School, and Hall High School. At Hall, Kathy was on the Student Council for three years, Secretary of the Senior Class, and was named one of the Ten Outstanding Pupils of the Little Rock School District by the Little Rock Junior Chamber of Commerce. Webb received her BA in Political Science at Randolph-Macon Woman’s College, Lynchburg, Virginia, where she was elected junior class president.

A lifelong Democrat, Webb has worked on every Presidential campaign since she was John Kennedy’s campaign manager at Williams Elementary School, as a sixth grader. As an advocate for women’s rights, Webb was President of Pulaski County NOW from 1980-1982, a member of NOW’s National Board from 1981-1987, and was elected to two terms as National Secretary, serving from 1982-1987. Webb is a past board member of the Central Arkansas Planned Parenthood Action Board and past President of the Stonewall Democrats of Arkansas. Webb served on the Arlington County (VA) Democratic Committee, and the Pulaski County Democratic Committee, in 1982 and currently. Webb also served as the Deputy to the Co-Executive Director of the Clinton-Gore Presidential Inaugural in 1997.

Webb has been in the hospitality industry since 1987, first in Washington, DC, where she was the first woman to receive a national manager of the year award from Domino’s Pizza, and later in Chicago, Illinois and Memphis, Tennessee before returning home to Little Rock. As a restaurant owner, Webb has received accolades for both community involvement and the food and service in her restaurants. Webb was named Entrepreneur of the Year by the Chicago Network of Women Entrepreneurs and Business of the Year by the Chicago Affiliate of the National Association of Women Business Owners and the Elmhurst Economic Development Corporation.

Webb also received employer of the year awards from Tennessee ARC and Mid-South ARC, for employing and promoting employees with developmental disabilities.

Throughout her life, Kathy Webb has given back to every community in which she has lived. In Chicago, Webb was the Founding President of the Chicago Affiliate of the Susan G. Komen Breast Cancer Foundation, Vice President of the Elmhurst Economic Development Corporation, Mentor to the Marketing Majors at Elmhurst College, a Rotarian, and was named one of "100 Women Making a Difference" by TODAY’S CHICAGO WOMAN. Webb served on the Board of Trustees at Broadway United Methodist Church, and was a lay speaker.

Since coming home, Webb has been recognized as the Youth Services Volunteer of the Year by the Central Arkansas Library, Volunteer of the Year by the Arkansas Rice Depot (Atha Williams Webb Service Award), Restaurant Neighbor of the Year (2004) and Arkansas Humanitarian of the Year (2005) by the Arkansas Hospitality Association. Webb volunteers her time to the Arkansas Literary Council, assisting with the Arkansas Literary Festival, Volunteers in Public Schools, the William Clinton Presidential Library, the Sierra Club, and numerous other organizations. Webb also serves on the Administrative Board of First United Methodist Church. In 2004, LITTLE ROCK MONTHLY named Webb one of "Ten Women We Love."

Kathy Webb is a proven leader, who works tirelessly and effectively for the good of her community. Her experience, her commitment to solving problems, and her passion for improving the quality of life for all Arkansans will serve District 37 well.
